It would probably be easier to study for and pass Biology than to get your college to make an exception for your case. If he studied for Natural Sciences already, then he should already have a headstart on Bio.
If you only need 3 science credits, then there are easier alternatives with DSST exams...
Probably not the answer you were looking for, but I don't recall seeing a story on here where someone successfully appealed a score.
