Well we contacted excelsior and this is what they said:

In regard to the CLEP exams, the Principles of Management, has a scoring history. It was a graded exam, up until January, 2007. Anyone who took the exam after January 1, 2007, gets a score of pass or fail, by a change in College-wide score conversion policies. The staff in our Assessment Unit with expertise in psychometrics make these determinations, and there is some explanation to be found in the CLEP Section of our publication, called "Student Guide to Credit By Examination at Excelsior College." Now we didn't push, nor did we let them know I was granted an A in January but it does seem that they have changed the policy. I plan on doing Macroeconomics on Tuesday and am interested to see what they do with that.
