Technically you can get pretty close to 40 credits through FEMA. TESC will accept 25 credits RAW, and then accept additional credits from FCC for anything above and beyond the 25 RAW. However, it would be hard to utilize more than 25 FEMA credits unless you are going for more than 1 degree.
