The man who wrote the report is Dr. Gary North--apparently most well-known for predicting global chaos on 01/01/2000. Look him up on Wikipedia. He appears to be a bit of a nut, but I only know what I read there. In any event, he wrote a pretty comprehensive and sometimes accurate report. Be warned--it's VERY dated (he states that Excelsior does not teach any courses...) but provides an interesting snapshot of all the different methods available to acquire a degree--including an alleged "illegal immigrant" wholesale tuition price available in certain states (maybe this belongs on that other thread--hope those guys don't read this!) which legal citizens can also "qualify" for but have to know to ask.
One thing I found particularly interesting is that it takes him a while to get to Excelsior College--he hits Edison first and appears to have a preference for their program--at least as it stood whenever he wrote this (3-5 years ago maybe?). He's mildly critical of Excelsior although he ends his paper with a testimonial from an Excelsior grad and on page 60 indicates that HE would choose Excelsior if he were going the examination route. I think the grad may be related to the CollegePlus! program, although they're more TESC.
I don't know anything about the guy other than what I've seen today, but if you have an interest in alternative methods of achieving a college degree--you should definitely read this--and then verify through other sources. Thanks for the links, April!
