I think the name "Regents" referred to the origins of the college. Under the auspices of The Board of REGENTS of the University of the State of New York, 'Regents' was mandated to provide accessible college education via non-traditional means.
Eventually, 'Regents' separated entirely from USNY to become an autonomous entity. When that happened, they needed a new name. There is already a Regent University in Virginia Beach, Virginia. So I am sure it would have caused confusion had they gone with Regents College. Also, it is a common ploy of degree mills to use names which are slight variations of legitimate colleges (Stangford, Havard, Pen State, etc.). For this reason, I believe it was wise to stay away from the name, "Regents College".
As mentioned, "Excelsior" is the official motto of the State of New York. That seems fair enough. The fact that it means "Ever Upward" only adds to its appropriateness for a college of higher education whose mandate has always been to assist people like us to FLY HIGH!
