Hi Lee,
Regarding testing location:
Since you are military and stationed abroad, your best bet is probably going to be to contact TESC directly via their
CONTACT page. I would imagine that someone on your military base, or at a local college or library, will be able to act as a proctor for you.
Regarding UL or LL:
Generally, course/exam titles starting with 3xx or 4xx are considered UL. But you should confirm with Excelsior prior to taking any TECEP exam since there is no printed policy from Excelsior regarding those exams.

I know that ECE does accept TECEPs, and that they are pass/fail rather than graded.
I know that TECEPs are paper-based, usually about 100 questions, and they require that you get at least 60% correct to pass.

I'm sorry I can't be more helpful. You are going to have to communicate with Excelsior and TESC to confirm the various details.
TECEPs are definitely a legitimate option. They are just a bit messy to set up initially, until you have a proctor lined up, and understand where the various exams will fit into your degree plan.
