Could someone please tell me the changes good and bad that are coming
to excelsior in 2008? Will they no longer take Ds? What is a D and C in
percent?

They will no longer take D's in transfer. If you do a search on Excelsior you will find a couple of recent threads which contain detail regarding the upcoming changes.
