I am getting ready to drop my packet to go to ARMY CID Criminal Investigative Division, but I need at least 30 Credit hours to do so. I am active duty so the CLEP/Dantes/ECE are available to me for free so I wanted to know more about this option.
One of my biggest concerns is,
If I never have attended some of these classes, will instantcred give me the materials to pass the tests?
How long on average does it take a person to study for a test with instantcred.
What are the best colleges to go to for the best CLEP/Dantes/ECE acceptance?

If any 30 credits will work a faster option may be 30 FEMA credits on a TESC credit bank.

Instancert flashcards and the feedback sections have worked well for others, so I would say if one is willing to put the effort into learning the material then , yes Instantcert and the feedback will help one pass a test, but there is no guarantee, it all depends on the effort put in.
How long on average does it take a person to study for a test with instantcred.
There is no set answer, as it depends on the persons testing skills, knowledge they already have in a subject, etc. For a subject I do not know, I like at least 2 weeks study time , sometimes longer.
What are the best colleges to go to for the best CLEP/Dantes/ECE acceptance?
They would be the ones referred to as the big 3, TESC, Excelsior and COSC
