Are they saying that we need 16 credit hours residency? (via class or TECEP). How do we email the Registrar? (Forgive me if the answer is right under my nose....I'm not sure I remember my TESU password it's been so long since I've logge in.)

16cr of resident credits. If after June 2016, the credits must be online courses, no TECEPs or PLA. -or- you pay the residency waiver and need no resident credits.

It sounds like there is a residency requirement but it can be waived by paying the residency waiver fee.

Do you need to be a current paying member of study.com?
There are a few courses at study.com I want to do after I have finished up at shmoop. So basically I give $200 to study.com to complete a few courses, then save it in my residency waiver fee? that's awesome.

You can potentially save $500. You save the $200 from the residency waiver, plus you can enroll earlier and save $300 from the cornerstone. This is assuming you are enrolling to TESU with less than 104 credits. If you already have 104 credits, the cornerstone is waived anyway.

In what way can you enroll earlier?
We are all on the same side here, trying to better our lives....so let's get along and help each other out. 

Learn a trade. Gain technical skills. Make money, then use this money to get a degree...if you have the desire.

You wouldn't need to wait until you have 104 credits to avoid the cornerstone. You can enroll through Study.com with any amount of credits and the cornerstone is automatically waived.

After TESU added the cornerstone requirement a few people delayed enrolling in order to earn 104 credits to have the cornerstone requirement waived. Now you can enroll at anytime regardless of the number of credits completed and the cornerstone requirement will still be waived.

I just talked to an advisor and they said I can add the study.com membership to my application just by sending an email to admissions. I haven't heard back yet but that's the process I've used.
