I'm at the point of asking for special consideration for enrollment to TESC (based on age). I'm wondering if this letter should be quick and to the point or if they are looking for some philosophical reasons as to why I should be considered (as in more essay type letter)????
Any opinions would be helpful.

For me at least, quick and to the point worked. Make sure you let them know if you have graduated high school. They will also want evidence of all the CLEP/DSST. In the first email I just included scans of a few of the printouts I got at the testing center just to show I wasn't making anything up, but then them said I needed to send the reports from all the tests I had taken.

I did the typical formal cover letter used on college application letters. I listed accomplishments and characteristics that coincided with TESC's mission and I sent a homemade high school transcript and finished CLEP test transcript. They had already received all of my tests I'd been sending to them as I took them so I didn't need to prove those.
It was overall a pretty low-key interaction and the admissions director was nice. I wouldn't sweat it too much. As long as your letter makes you look competent and like you know what you're doing, I think they'll take you. It is the money, after all, that they're going for.

I agree with hornj and collegebyclep. A simple (but well written) letter saying that you have graduated from high school and outlining the college credits you already have is sufficient. If you haven't sent them your test results yet, have official transcripts sent from CLEP, DSST, and anywhere else you have taken courses.
