Indeed.  No paper trail and a standard response "I have many conversations about government business during my day to day work.    I can not say with certainty that I recall that conversation exactly."

Not surprisingly, I taught newly hired investigators in federal service a whole class on testifying before a court or administrative hearing.

"Are you being paid for testifying in court?"  
"I am receiving my regular government salary."

"Do you know what time it is?"
"yes"

"Did you receive this document?"
"No"

Considering newspapers wait months and months and years and years for FOIA requests, what makes anyone think a college is going to comply with a FOIA quickly?
