Cheapest FEMA AAS: TESC, COSC, or FCC?

Just curious if anyone has any insight/breakdown on the cheapest route for a FEMA-based (emergency management) AAS degree? I'm looking into it for my wife and I've narrowed it to FCC, COSC, and TESC. All three base their AAS on the FEMA courses, but they each have their own wrinkles.

TESC charges the $3K or so annual fee, not sure what else. (I'm using military TA, but looking into this for my wife, so 100% out of pocket)

FCC uses FEMAs to fill the residency requirement, but only accepts 30 credits transferred. This leaves "7-9" gen ed credits taken online, at out-of-state rates.

COSC seems cheapest but I'm not up to date on their fee structure either.

Complete: TESU BA Computer Science
2011-2013 completed all BSBA CIS requirements except 4 gen eds.
2013 switched major to CS, then took a couple years off suddenly.
2015-2017 finished the CS.

CLEP (10): A&I Lit, College Composition Modular, College Math, Financial Accounting, Marketing, Management, Microecon, Sociology, Psychology, Info Systems
DSST (4): Public Speaking, Business Ethics, Finance, MIS

ALEKS (3): College Algebra, Trig, Stats
UMUC (3): Comparative programming languages, Signal & Image Processing, Analysis of Algorithms
TESU (11): English Comp, Business Law, Macroecon, Managerial Accounting, Strategic Mgmt (BSBA Capstone), C++, Data Structures, Calc I/II, Discrete Math, BA Capstone

Warning: BA Capstone is a thesis, mine was 72 pages about a cryptography topic

Wife pursuing Public Admin cert via CSU.

COSC's fee structure is cheaper than TESC's, but since COSC does not accept raw FEMA credits directly, it's probably going to be the more expensive option. At TESC, it's going to cost about $3,300 for enrollment and graduation. You won't have to spend any money on FEMA credits, so the only thing you have to pay for is testing out of general ed. If you use FCC to transcribe about 30 FEMA credits, that's going to cost $2,310 alone. For the mandatory course, the book to go with the course (if there is one), and tuition and fees; you're going to spend $1336 at COSC and then you're going to have to pay a community college to transcribe the FEMA credits on top of testing out of general ed. You might be able to find a cheaper option than FCC. As of now, they charge $77 per credit.

Thanks, that's what I thought. TESC always seemed cheaper than COSC for the FEMA approach. Thanks for taking the time to give me some specifics.
