Modern States is great for the vouchers, but their learning material is only going to bring you half way, it's best to supplement them with any other OER options you have, such as the library books you can borrow or loan virtually (entirely online, or audio books, etc).

Perlego ($18/mo): about a dozen REA study guides available, plus tons of books for studying just about any topic. Libby (free through library): Only Peterson's "Master the CLEP" is available. If you want to take an exam that isn't one of the five covered... too bad! CloudLibrary (free through library): no CLEP stuff at all. My library allows me to place a request for one title per month in the CloudLibrary, no guarantee they'll get it. 100+ CLEP guides, but no way to guarantee getting one. Hoopla (free through library): 17 CLEP guides. But they're missing some important ones. These are the same REA guides as at Perlego, but a slightly different selection. Perlego has some that are missing from here and vice versa. The REA guides have coupons for their online materials, including two sample exams. Normally $10, with access code it's $2. Despite the warning about it only being for the original purchaser of the book, the code still seems to be good. These practice exams have been highly recommended by students in the past. If you use three codes, that more than covers the cost of a month of Perlego. Or if you can get them through your local library, try that.
