I don’t think being a RA school is a criteria for not accepting ENEB. Other RA schools have accepted ENEB. I think each school has its own admissions policy. But I do appreciate your feedback. 

My only concern would be that this DHA requires the 30 credit transfer to be a student that already has a masters “in the healthcare field” for the DHA to be less time to complete. Not sure if an MBA or any Business Masters (or other Masters) would fall into that criteria. Seems to me that really one must have a MHA or similar degree to be considered for the 30 credit transfer.

Most RA Schools will not accept ENEB because the evaluation used to evaluate the degree is not equivalent to a United States degree requirement and the accreditation of the evaluation wouldn't be accepted by the vast majority of colleges and universities that are regionally accredited. In very rare cases it is accepted and you should contact the school directly if you have these questions as the program is new and as you have stated each school has its own admissions progress. To be on the safe side I would advise getting an actual RA master's degree in healthcare administration if the ENEB does not work.
