I am looking for a Degree plan for Excelsior Bachelors in General Education.. I trying to understand the gap between what courses I have taken and what is needed to fulfill that degree.

If there's a way you can post what all classes/credits you have currently, we can probably help you develop a degree plan.
Additionally, you may want to consider East Texas A&M's Bachelor of General Studies. Some have had positive experiences with ETAMU and some have had negative experiences dealing with Excelsior. It may not ultimately be the best fit for you, but I thought I'd at least suggest putting it on your radar.

Is there an online service that offer upper level courses that I can test from home similar to Saylor? I've already taken the few upper level courses they have. Looking for three more I can possibly test out of.

Study has several UL courses that are partially done by exam. TECEPs are another option, valid for RA credit at 77 USD per credit.

For which college? Just because a course is UL ACE approved does not mean that it will transfer to all colleges as a UL.

It's for Excelsior. I figured taking the $300 evaluation hit is more cost effective than the $1500 class I recently completed.

I have not enrolled in a class finish the evaluation two weeks ago and started assessing the cost. I was expecting to met the 113 window but fell short by 18 with Excelsior listing my university of Maryland IT courses 12 hours as excess and 15cr hours from Saylor as excess. I expect the 60 plus military credit to be duplicate or excess and they were.
What I do for a living I can't get out to a junior college to take a clep so I am looking for online service that may have upper level Arts and Hummanities courses I can take to make up the 15 upper level courses I need to get to that magical 113 number.

ReyMysterioso has got your back, +1, I agree with his initial assessment, even without knowing your state of residency. Anyways, I would add to that UMPI as a very strong second choice. Here's a very recent post of mine explaining briefly, Excelsior, TESU, UMPI transfers:

Excelsior/TESU, even though they take 113 and 114 credit transfers directly, will not be as cheap, easy, fast, nor provide that extra ROI/Value, and are less customizable as the other two offerings. If you just need a BLS, the ETAMC (previously TAMUC) and UMPI BLS has about 60 credits for electives, versus 30 for Excelsior/TESU.
