Modern States does not require a report from the College Board. I just submitted a request for the testing center reimbursement without the report and it was approved.
You're going to get an email from them in about two weeks requesting you send in the Exam Score report. They did the same thing to me on my first exam. The request was approved, and then I received an email from them requesting the report about two weeks later. Once they received the report, I got my check about 6 weeks later. Ever since, I've submitted the report with my request and haven't had any problems. You can ride it out and hope that they aren't consistent with this policy, but there's a good chance they're going to ask you for it. I think there's some sort of disconnect between the intern that gives the initial approval and the one who eventually processes the request and cuts the check.
