If she does Metropolia and finds out that this specific university is too difficult for her, any courses she'd finished should transfer to TESU. Assuming she finished at least 3 or 4 of the IT/computer courses and not (just) the Finnish courses.

I definitely wouldn't do the BLS at UMPI, it doesn't make a lot of sense since she already has a really good degree.

And I don't think TESU's BACS is very "IT-ish." CompSci and IT are quite different in many aspects.

If I were her, I'd probably spend some time doing inexpensive options to learn IT subjects, and maybe hone in on something that she likes, and see if just having the knowledge would get her a job she likes. Or else I might do an inexpensive IT degree from somewhere other than UMPI or TESU.

Currency was updated from Peruvian Sol/Soles to USD? Has your sister decided which option to go? There are various programs you've noted from Mexico to EEUU which is the US. You may want to double dip credits as mentioned earlier: Metropolia > TESU > MSIT, the main thing I would recommend is to couple this route with the inexpensive certs and get some experience that way by going through a few of the ones from Coursera/Google/IBM.

If she really wants to avoid a degree that sounds too much like "Internet degree", she should avoid The Open University, UoPeople and TECH U, as they do ton of advertisement on how much online and flexible they are.

Quality/Price/Content, seems like ENEB Big data may be her best choice, If she really wants something official and with easily recognizable accreditation, maybe the IT Management Masters from CESUMA may be a good choice.

Still, I would really consider Metropolia courses, at least for practicing and learning.
