does the sec of ed have the authority to start firing people ?

how many people would you have to fire to essentially get rid of the dept of ed without actually getting rid of the dept of ed

The law and budget passed by Congress say the Department of Education exists. If the administration seeks to close the department, let the President introduce a budget or let a friendly lawmaker introduce a bill to that effect for Congress to consider.
