I'm not sure if this is new, but:
Saylor Direct Credit final exams can be taken three times total within the current credit recommendation window. When the credit recommendation for a course renews, three more attempts will be available. Typically, a course is recommendation for three years at a time.
For example, if a course is recommended for credit from June 2019 through May 2022, you have up to three attempts on the credit exam during that time.
(Note: our previous policy was to allow for additional attempts 30 days after the initial three attempts. Attempts prior to November 1, 2019 will count against the three-attempt-total limit.)

That makes me nervous because I don't think they've updated this policy on the other exam pages and it's the first I've seen of this.

That's awesome. Does anyone here actually take advantage of that though? I would if I wasn't an expatriate living outside the US. $25 per proctor session is still a small price for convenience. Going the library proctor route I think it's reasonable to take as much as one could. There's no downside, except time. I find with Saylor though, if you ace the quiz's, understand everything in their study guide (not provided in all courses), and/or ace the non-proctored exam, you'll have a very good chance of acing the proctored version.

There are a handful of homeschooling parents in my Homeschooling for College Credit group that have racked up a lot of free credit that way (using a local proctor).

My town library charges 50$
How much does this service cost?
The fee is $50 per exam, or per session of short exams not to exceed three hours, payable by cash or check (made out to City of Torrance). This fee covers photocopying, however, any returned mail, FedEx, or UPS charges must be covered by the student or the school in addition to the $50 fee.
