Just came across this, I never knew there was such an issue until now! Seems students are using the toilet paper for all the wrong reasons, such as playing pranks on others, students are 'up to no good' and wasting money, resources, time... I guess there is a reason for them to email a reminder to everyone...

In many countries, there is no toilet paper in the bathrooms.
Either you have to bring your own or buy it.

I take it that TPing houses, cars, etc... was not a thing when you were a kid? It was when I was in high school. Usually not at school, but the local gas stations and restaurants knew better than to leave their stock of extra toilet paper in the restrooms.
