Hi, I don't know if this is just an entirely uneducated question but I thought I'd ask it anyway. I've enrolled for all of the free Cybersecurity courses and classes on TEEX per the recommendation of the forum but when I got into the actual module there was a disclaimer saying along the lines of 'this course is intended solely for usa citizens and permanent residents.' I live in South Africa as a British/ZA citizen as I would only be entitled to my American citizenship if I moved to the US. Can I still take the course and get the free credit or is not really worth my time as it's only intended for legally American students and not international? Thank you for any advice on my rather redundant question.

If you are an American citizen, you are one regardless of where you live. In this case, the "and" is functioning as an "or": citizens may take it and non-citizen US residents are also allowed to take it.

Even if you are somehow doing something illegal, what are they going to do? Extradite you? For 10 cents worth of server costs?
