I’ve been studying for the CMP-354 network technology tecep and I was wondering I could also take the SDC Computer Science 308, which comes in as CMP-254. Since it comes in as lower level could I get credit for it along side the tecep, even though they are essentially the exact same class?

Better to email your advisor and confirm, but probably, however, it would likely just fulfill an elective.

Those courses are not exactly the same since you can't pass the TECEP by taking any of the study.com courses.
TECEP is like taking 3 courses in one it is that much material you need to know.
