Universidade Aberta is a public distance education university in Portugal. Established in 1988, UAb offers higher education and Lifelong Learning study programs. As per
Wikipedia
Courses are mostly in Portuguese, with the following in English :
- Master's Degree in English Language Teaching
- Doctor’s Degree in Applied Mathematics and Modelling
- Doctor’s Degree in Web Science and Technology

Right. There are requirements for face to face sessions, as per the program guide:

But for a low total cost of Euro4400. It is worth considering.

Depends. The cost of flying back and forth to Portugal potentially multiple times + lodging and meals is going to jack that 4400 price way up. You will likely still come out cheaper than if you went with any American school, but that's because American tuition prices are ridiculous.
