Yes. And, unlike some other programs, not even having a US VPN will allow you to sign up.
I definitely used a VPN from Germany to do it. It was for my US citizen spouse, I wasn't violating the general rules of who the program is for, but we aren't in the US rn.

Really? I tried several times and always got an error. What VPN did you use?
