Strange, because I got mine waived two years ago and I know other students who got theirs waved too (from Brazil like me or from African countries). Maybe they refused because you are in the US and they assume you can pay, or they maybe changed their policy after the new accreditation. Most likely, the advisor didn't know about it or didn't want to help you.
In my case, I had created a profile on their portal but didn't apply. Then, in June 2023, they sent me an email saying I had my application fee covered. So, I didn't even ask for a waiver. Waivers and scholarships are given based on need and availability of funds, so if you need, ask again.

Good stuff, I'll have to apply and ask again, since I created a profile but never applied previously either... I'll see what they say, or get that back down to $15 at the very least...

I talked to three people including my advisor and said that didn't exist. I think they didn't want to help me. So I borrowed the money and applied for a scholarship and got denied. They said I can try again when I get a program advisor and they'll help me with disability accommodations. They haven't been the most helpful so far. So I start in June and I can transfer anything I have for free this month. So I'm going to work hard on coursera and aleks.

There was one in the past (https://www.reddit.com/r/UoPeople/comments/15qilqx/uopeople_is_just_asking_for_admission_fee_and/) but not sure if it still applies, even at that time it was hard to get.
Scholarships are a numbers game - affected by when you apply and also whether you request 100% or less.
Btw. previous free transfer month was in November.

I appealed the scholarship decision we'll see I was told that a 75% scholarship is more likely to go through. We'll see. I wanted to email admissions directly but they won't give me there email. I swear I hope the classes are better put together then the admissions department.
