This is a two part question.

First, if credits are transferred from a CC with an actual grade, does that grade contribute to a GPA at something like TESU?

Secondly, Is there a minimum grade required to transfer? If you got something as low as a D ( Which i assume is th elowest grade you can get without failing?), would that be accepted for transfer?

GPA's don't normally transfer. It stays with you where you received it. So, normally, you can have multiple GPA's at multiple schools - each school only computes the GPA for the courses taken at that school. If you end up transferring all of your credits, or take non-traditional credits, you might not even have a GPA at TESU (I won't).

For TESU, they will accept D's for things that are non-core/non-AOS courses. You have to get a C or above for those, plus English I & II also will only come in with a C. So basically your Gen Ed's and Free Electives can have D's, except English.
