I currently live in Las Vegas and I am disappointed with the weather. It seems like pool season ends November and doesn't pick up again until April. I love Florida but mosquitoes love me and I'll be the only one who gets stung. So I've looked at Phoenix or Tucson. I'm interested in cheap cost of living, friendly people and dry hot climate. Any feedback would be great.
Also the people in Las Vegas are extremely rude.

Tucson has the feel of a college town. It is also not quite as hot as Phoenix.

Sounds like Texas to me. And I hate Whataburger. Check out central California and southern Oregon as well. Might be too country or expensive but it is beautiful and the people are quite friendly.

Texas does have humid heat everywhere, except for West Texas. I haven't really checked, but it might be drier in the panhandle as well. Hardly anywhere on the mainland will have pool season during the winter. Texas had an unseasonably warm winter this year, but you normally can't get back in the pool until April.

I'm in San Diego, and even we don't have pool season year round! My kids will get in it on a dare, but really, only polar bears are swimming in January.
I've lived in Sacramento and the SF Bay Area, and as well, and none of those places has year-round pool weather (although the weather is lovely year-round in the South Bay - San Jose/Campbell/Saratoga/Los Gatos). But of course, those aren't cheap, which is also one of your requirements.
I can honestly say that I don't think anywhere in CA is year-round pool weather, and we have just about the best weather in the country. I was wearing flip-flops and capri's today, but I haven't worn them since maybe October/November.
Hawaii would be one place that you could swim year-round, but again, cheap it ain't.

Puerto Rico is cheap. I'm sure most of the other U.S. territories are cheap.

Thanks for the feedback on this.
I think California and Hawaii are out of the question as they are too expensive and California's wacky tax code would tax me on earned income out of state which is problematic. I just want to be able to spend a few hours a day in the sun to decompress and Arizona might be the destination. Thanks again.

A few hours a day in the sun if completely different than year-round pool weather! Yes, CA has fantastic weather in most of the state, and tons of sun. And yes, we have horrible taxes - if you're a resident, you WILL be taxed on any income earned, whether in or out of the state. Big brother wants his money...

Rosarito and Ensenada have San Diego weather and very cheap compared to San Diego. If you want to save even more, move to Tijuana. TJ is not as violent as US mass media would lead you to believe as long as you stay away from drugs. If you need a job in San Diego, you will want Sentri or your commute will be unbearable.
If you really need year round pool weather, you need to move closer to the equator.
