I was wondering if it's possible to fulfill the following classes in Thomas Edison State University

1. Oral Communication 3 SH
2. Information Literacy 3 SH

using ACTFL [language other than English]?

No. Foreign Language at TESU is placed under Humanities https://www.tesu.edu/academics/courses/2016-and-After2.cfm

Edit to add: This exam does bring in a LOT of credit though if you're capable, I think it's absolutely worth doing.

Totally worth the effort with the number of credits coming out of the oral, written & comprehension exams. Plus, they don't duplicate CLEP language credits. My daughter cleaned house with German.

TESU is pretty strict on which courses they will accept in these areas, and a foreign language won't work.

But as everyone else said, if you need Gen Ed or even credits in your AOS if you're getting a BALS or Humanities degree, the ACTFL + CLEP is definitely the way to go - you can get tons of credits cheaply, and quickly. Many are even UL.
