I was curious to see if Texas made a decision yet on continuing to accept Excelsior's associate's programs in nursing. They haven't made a decision yet, but I found some interesting information on why Texas is on the fence about continuing acceptance.

The Excelsior program was provisionally-recognized in 2009 with the hopes that someone would study the effectiveness of Excelsior graduates vs. graduates of more traditional programs. No one, other than Excelsior, has completed the study. Texas is worried about bias in the Excelsior study.

Texas requires programmatic accreditation. Excelsior's nursing programs are accredited by ACEN, but with conditions for not meeting certain curriculum and outcome standards. Excelsior's accreditation will be reviewed in 2018.

Texas considers Excelsior's NCLEX pass rates to be unacceptable. Texas wants an 80% pass rate. Excelsior's pass rate has been under 80% since 2013. Excelsior's 77% pass rate in 2016 is around the average for programs in Texas, but the schools dragging that average pass rate down have either been closed.
