Are there any other online grad certificates that are similar? Top school name, and under $15K.

Pretty much all of the University of California campuses have an associated extension school that offers online certificates

not a top school (well, it doesn't have the Harvard name, but everybody in New York knows the school)

but you can get a Masters degree for less than 15k

Great deal for someone who doesn't need self-paced! They also have some "advanced certificates" which seem to be grad certs that aren't called grad certs. https://sps.cuny.edu/academics/certificates

This thread is intended to be about top schools though, even though they cost 4 times as much! Personally I'm interested in both options. I'd do something like CUNY and something like HE.

Oh yeah. I think they are all non-credit, but they have many options. They look good. Personally I think I want for-credit right now.
