The average out-of-state tuition is over $25,000. It's finding a school with a large online catalog, AND rolling start dates - Rio Salado has both, most schools don't. Maybe it's because I was only looking for science prerequisites, but Rio Salado never appealed to me. I found the same courses that they were offering at other schools. The Dallas Community College District is cheaper for out-of-state students, even compared to Rio's old cost, and they offer online science courses that Rio doesn't. They don't have rolling start dates, but they have 8-week classes. Expect to pay more at a school with rolling start dates because they're going to need more adjuncts. It's never appealed to me either (CA CC's are far cheaper at $46/cr) - but I have recommended it to people who needed credit immediately in something and didn't live here.
