Does anyone know if WGU accept instacert credits for transfer?

WGU accepts most ACE credit sources, so they shouldn't have any issue accepting courses from InstantCert.

That said, I don't know of anyone who has transferred IC courses to WGU. Though I expect there are those who have done so.

So looking at the scoring systems on both Astronomy as well as College algebra  you can pass both classes without passing the final exam? Is that correct?

If you're asking me, I have no idea. InstantCert didn't begin offering their proctored courses until I was done (or nearly done) with my bachelor's degree, so I never had the chance to take any of their courses. That question may be worth asking in another thread.
