It's funny in that weird kind of way.
At my college (and a lot of others, I think), orientation and such focuses on getting books, meeting students, using their portal, all that stuff. The advisors tell you which classes to take, the finance office tells you how to set up a payment plan (not which scholarships could help, lol), and teachers... well, teach.
But I never heard a single thing about testing out of classes.
Heck, the closest I knew to testing out of anything was using ACT scores to test out of classes. But if I knew about CLEP and DSSTs prior to going, I would've tested out of most of my freshman classes. Only 2 of them were beneficial. Heck, I didn't even know they existed until a few months ago. The heck??
At least I know about them now. I'll test out of 3 classes. Still, knowing about them sooner would have saved me a lot of time and money. ?♀️

why bother telling you that during university orientation
the time to hear about it is from your HS counselor when you're in the 10th grade

By the time you're in orientation, they've got your money. They want your money. That's why schools don't tell people they can test out of courses. It's all about $$$$.

Mathematics
The typical college course is 80 hours.
My time for studying for a CLEP was 5-15 hours.

80 hours?
15 weeks x 3 hours a week = 45 hours
Does the 80 hours include outside assignments? That totally fluctuates with the class and student.
I can't imagine studying for 5-15 hours for a math class. Maybe 5-15 hours a week. But definitely not total. I'd fail that in a heartbeat. LOL

Back then (this is going 30 years almost), high schools never told anyone about the option to do the "challenge exams" either for courses. Generally, some colleges and universities will allow you to exam the entire first year and maybe even up to the second year (for the four year colleges). I was able to find that out by looking through the university catalogs at the library and researched them. This was before the forums or the BAin4weeks and other websites, that's how I also found out about the Bears Guides...

That's what I'm going to tell anyone I meet going to college; see if you can test out of your first two years. I could've saved so much money...

I'm sure this is true. I'd also bet that there's a bit of snobbery thrown in as well.

Amazon has them but I borrowed them from the library many many moons ago...
Before his daughter joined the business and co-writing the books, he did author them by himself...
