If someone were hesitant about being able to complete 15 credits through TECEPs in one go (to bypass the residency fee), would WGU Academy be a solid option for someone?

Previously, WGU Academy were all StraighterLine classes rebadged... It seems like they've changed that recently into their own classes. The courses are $99/class and you're authorized to take 2-3 classes max. You'll need to see if they would allow a second time to get another set of 2-3 classes. If so, for $495 and the 5 classes you're interested in most, these may be alternatives to the TECEPs, and somewhat cheaper...
