Last paragraph: Looking ahead, the ultimate outcome for CBE would be allowing students to pick a mix of direct assessment and credit-hour programs based on what they think their learning needs will be in those subjects. "That's likely where we would see a sort of sweet spot," she said.

This seems silly. So what they're really saying is, take all of the courses you think you'll need to spend more time in through traditional means, and then enroll at the end in the CBE and finish up with everything you're good at.

Which I'm going to say means that you should take as much as you can through alternative methods, and then enroll in the CBE at the end and finish up. Kind of like what we say to do already at WGU...

Just for additional insight:

I took two courses under Capella's Flexpath program and TESU would not accept either course. (TESU considered them PLA type courses). Capella's program is also not a mature and complete system like WGU's and was probably the worst college experience I've had involving online learning. (I did, however, know what I was getting into beforehand.) Just logging into courses or tracking progress was a chore so I'm unsure how they would successfully allow students to enroll in either traditional or CBE courses as needed. And, as to be expected from a for-profit school, they attempted to charge me for leaving the program. (Keep your paperwork in order.)

Hmmm. TESU gave me credit for an Empire State College PLA. They also give credit for other schools' challenge exams .
