I know this may sound silly but I just finished the capstone and saw I made a 72 for the class. i'm freaking out because looking at the grade policy it says you have to make a C or better. So does C- count as a C or is that failed line?

This is their grading policy:

C- is below a C. I would contact your advisor and discuss with them your options.

Hey Ricky,
I was in your class, I feel for you. That was a hard class. I failed 2 TECEP's in July by only a few points. The Marketing by 3 points and the Financial Markets by 1 point. so to be only 1 point short, I know it sucks. Hopefully you can contact the professor and see if there is anything that you can do for the extra point to pass the class. Maybe you could retake the mid-term or resubmit the final paper to get a higher grade. Just a suggestion. Good luck!

Is this the official grade posted to your transcript or the within the course itself? I suspect it is within the course and has not yet posted to your evaluation transcript yet. Reach out to the course instructor with questions - I have heard of a TESU Capstone class being shifted on a scale, so your 72 may be adjusted by a class grade scale adjustment up to a solid C or better.
