Is it possible to do the's without clep or dsst? I am a couple hours away from any testing centers. I am find with Penn foster courses.

Yes, you can do so without using CLEP or DSST. I am 1.5 hours from the nearest testing location.
For myself, I am using ALEKS for the Math/Statistics requirements and majority of the General Education, Professional Business and Electives I will use Saylor and Straighterline. Basically, the AOS of study is where it's harder to find the upper level requirements. I'll use Penn Foster for Financial Management, Sophia for Project Management, Ed4Online for MIS, Pearson and so on...
