I remember being concerned about "but what if I want to cancel before end of billing cycle and they still haven't reviewed it.  How would I request transcript on an inactive account?  eeek!".  But this link in their support, made me relax a bit.  And it didn't happen that way for me (even with 9 day wait, it was still before billing cycle ended that month that scores were back) so it didn't matter at all.  But according to think link, I think even that was thought about and planned to be easy to do.

You definitely do not need an active account to request transcripts. I haven't had an active account (or even logged into the Study.com portal once) since I completed my last course with them in the fall of 2018. I have requested my SDC transcripts multiple times since then (most recently about a month ago) without incident.
