Yes, I believe that if you went with an evaluator that says it's a RA degree (Bachelor's or Masters), you would need 24 new credits for each degree. At this point in your journey, I don't think that's feasable.
However, IEE or ACEI could work. I think IEE would be a better choice than ACEI because the wording makes it sound like ACEI wants both transcripts and proof of graduation from a Bachelor's program. I don't think you've graduated from UoPeople yet? IEE seems to take ENEB's word on it that they only accept students who have Bachelor's degrees or equivalents. Based on the IEE evaluation in this post https://www.degreeforum.net/mybb/Thread-...#pid381685 it looks like IEE accepts ENEB transcripts + Isabel I diploma as sufficient for their purposes.
