Regarding a possible alternative to IW, that may or may not be as affordable or perhaps cheaper...
Have you looked into the (poorly named) American College of Education http://www.ace.edu ?
They are an online, private university, that is both Indiana -based and is regionally accredited. They mostly specialize in graduate degrees for teachers and school administration staffers.
They might have a EdS to EdD pathway you qualify for.
What I admittedly do NOT know about is their policy regarding dissertations vs capstone's.
