Who is telling you this from Excelsior? Admissions? Advising?
When I've dealt with this school, I usually have to talk to several people there because sometimes it's just an issue of communication. It would be unfair to disallow credits from an institution that has since closed down, as long as it was regionally accredited at the time you attended.
You should tell them you'd like to appeal this decision, or that you'd like to get the dean involved.
