There is documented evidence that Excelsior DOES accept FEMA credits that have been transcripted with TESC Credit Bank.
What you need to do is SPECIFICALLY tell your advisor that you intend to transcript the FEMA credits using TESC's Credit Bank service since TESC has reviewed and evaluated the FEMA courses and will accept them on their RA transcript. Then ask your advisor to approve it. Don't take no for an answer....it has been done before. One guy got 41 credits worth of FEMA credit accepted by Excelsior after he placed the credits in a TESC credit bank account. If your advisor tells you that they only accept FEMA credits when transcripted by FCC, you need to politely press the issue!
Excelsior's only rule about this is that the FEMA credits MUST first be transcripted by an RA college. Since TESC is RA, Excelsior will accept the credits.
