Google Voice is available outside of the US. It's not available in all countries.
FYI, Google Voice is NOT available if you don't already have a US phone number. (Perhaps Canadian is okay?) The other day I wanted to confirm a Google Voice number and it popped up an error saying that I needed to input a US number and not one from another country.
