COSC "free" electives

From what i can tell from reading and searching, the only required courses for a BS is 60 credits in gen eds, and 36 in your concentration, which leaves 24 credits to meet the 120 total required.

I have gathered that general "free" electives like FEMA's can be used for these, but have found no definite clarification.

Anyone know for sure that "free" electives can be used for these 24 credits?
