COSC does not appear to count any of the Straighterline classes as upper level credit, so you will need to find 30-ish hours of upper-level credit from other sources.

Is TESC off the table?
BA, MA, EdS, MMT, etc.
83 hours of ACE-worthy credits

Somewhat, but i'm open to the options... What are my scenarios for them both? i'm leaning more towards cosc because of they accept all of my fems credits towards my degree... What are my options with cosc first? then tesc as a last resort

COSC requires 30 hours of upper-level credit. Check out Burbuja's plan on the wiki for how to get those hours through testing.

Saylor Intro to Computers won't count as MIS. You will need the DSST Management Information Systems. The Saylor course you have listed as upper level is not an upper-level course. You also do not have 30 hours of upper level credit incorporated into your plan.

Here is Saylor's list of Charter Oak equivalencies:

BA, MA, EdS, MMT, etc.

I'm afraid I can't be too helpful because I haven't used any SL or Saylor credits. But I think I can point out some problems I see.

First, do you have 30 total upper level credits?

I am not sure about the Saylor Operational Management that you have listed because I don't see it on this page that explains how Saylor is accepted at COSC: Charter Oak State College | Saylor Academy

The three Penn Foster courses under the upper level business electives may not work. First, you must take Strategic Management through COSC. It is the capstone. The other two listed are recommended as lower level by ACE, so I don't think those will work either.

I doubt that the computer classes that you have listed would fulfill the MIS requirement.

Good luck!

Some of the SL/Saylor/PF courses may transfer more favorably to TESC, especially regarding upper level credits. Have you tried to work out a degree plan for TESC?
I don't know what the future holds, but I know Who holds the future.

I agree with TopDog98 about the 30 total upper level credits. This is exactly what tripped me up and my advisor was oddly silent about it when I was trying to figure it all out. I sent at least emails to her over the course of the year to insure I was on track and each time she commended me that I was on track. My plan was accepted and approved my the Board! Half way during my LAST semester she asked about my deficits??!! I couldn't believe it. I was so confused about the requirements because I thought I'd satisfied it all . She said I'd have adequate hours but not sufficient upper hours to satisfy that degree plan. Are you kidding me?!! Ok, then what plan can I satisfy? Well, let's see....Unbelievable. I'm convinced it was to extract another semester of tuition out of me, but I was determined otherwise and ended up taking 4 Dantes in 3 weeks, in addition to my 12 hours, so I could complete and graduate on time and start school in the fall. Do your homework. Figure out about those Saylor courses,,,I see potential for a gap in your fabric that you won't see until your homestretch.
And...I think I can I think I can I think I can!!
