I think that depending on your degree and what field you are going into, there are plenty of options of schools that can fit what you're looking for. In my opinion if you have to go through all the trouble of trying to get your transcripts carried over and they are giving you a hard time then its time to move on to the next college you might be looking to get into. Also if money is a problem I would highly recommend checking out the different financial plans Federal Student Aid - Information on Grants, Student Loans, Scholarships and Other Financial Aid that allow you to pursue schools that you thought might not be in your budget. I think a lot of college students don't put enough effort into finding a programs that fits perfectly for them and their learning style and they spend too much time trying to go to only one set school and not look at other options. For example if you're looking into the health field you can look at sites like Online MHA Programs: Masters in Health Administration Degrees which offer numerous programs that could fit what you're looking for and if your budget and allow credits that you have already completed, transfer over.
If you have the opportunity to explore other options and different programs available, it will benefit you more than staying focused on one program that might not accept your previous credits completed at a different institution.
