Ok, I have my transfer information from both TESU and WGU. I'll be honest, I'm a bit disappointed that my WGU courses didn't quite map over to the new program well. This has me leaning towards TESU now.
I found someone else's spreadsheet on this forum and mapped it with my courses and made sure the TESU courses matched my degree plan. First page is TESU, second is WGU.It looks like if I went the TESU route, I could do all the rest of the required courses at SDC, however I am missing 6 UL courses it looks like.
Based on this information, what do you folks think?

Budget: After talking with the wife, I think I need to shoot for the absolute cheapest way to do this. 4-5K?
Commitments: I work full time and have a wife and two kids. A couple of hours a day to dedicate to it.
Dedicated time to study: Depends on how long it will take. I would say a couple hours a day on and off is doable. Late at night I can cram if need to.
Timeline: I would value Cost/Value over speed. I want to get this done quickly but need to do it economically and preferably without a huge time commitment of having to cram it all in 6 months. I like the possibility of starting/stopping SDC if need be and life gets in the way. That being said, who wants to go slow? 
Tuition assistance/reimbursement: No, all self pay.

Did only of your WGU credits come in as UL? Nothing else in 3000 or 4000 at all? Not even in the "Additonal AOS Electives"?
It's not a big deal, though.
You need 18 UL credits total. Capstone is 3 credits: 15 left. Computer Architecture and WGU Java are 9 more credits. 6 credits left. That's actually great!
IMO, you should take either Database Management at SDC or the SAS Advanced Programmer Certificate on Coursera.
To get things as cheap as possible, do the 15 credit flat-rate term at TESU for:
- Cornerstone
- Capstone
- Software Engineering (easy UL class) - since WGU's Software Engineering seems to be LL, these two classes will not overlap
- Any 2 easy ePacks or courses you want. Whatever you can pass with your eyes closed and that doesn't overlap with what you've already completed.

17 courses WGU Software Engineering degree, 10 after you transfer sophia/study.com/aws (not counting version control 1cr)
8 Courses to WGU CS degree after you max transfer credits (not counting version control 1cr)
To finish out TESU UL you need SDC Systems Analysis, DB Management, and MIS. I would still suggest only doing the capstone at TESU to save the stress of doing 5 courses over 3 months. The money saved by doing the flat-rate term isn't much.
You could almost be done in 2 weeks at TESU doing 1 course or spend the full 12 weeks stressing over deadlines, etc while doing 5 courses.
Degrees: BA Computer Science, BS Business Administration with a concentration in CIS, AS Natural Science & Math, TESU. 4.0 GPA 2022.
Course Experience: CLEP, Instantcert, Sophia.org, Study.com, Straighterline.com, Onlinedegree.org, Saylor.org, Csmlearn.com, and TEL Learning.
Certifications: W3Schools PHP, Google IT Support, Google Digital Marketing, Google Project Management

Not to get sidetracked here... but in the BSBA Double degree plan, can those extra 4 courses required to get the double degree be transferred in as well? Theoretically only needing to complete both capstones at TESU? (provided i did the Cornerstone at EDX)?

Yes, they both transfer in as UL. The SAS Certificate counts as STA-3999. https://degreeforum.miraheze.org/wiki/Coursera It will go into Additional AOS Electives and count toward your UL credit requirement. Database Management comes in as CIS-3110 and will go into the regular AOS Electives. https://degreeforum.miraheze.org/wiki/Sa...ience_Plan There are a couple other options at SDC, but I think the Database Management one is the fastest/easiest.

For a double degree, you may need to complete the cornerstone and both capstones at TESU. edX cornerstone course is only for the CS degree which can't be used for another degree. Keep in mind you it would take a lot more than 4 extra courses since you aren't starting from scratch.

Thank you all for the replies. This is very helpful so far. I have some decisions to make.
I feel like I read somewhere that to officially enroll, I can purchase a TECEP or something? Then I can complete classes and send them to TESU with unlimited transfer evals. Is this correct?

Sadly, they told me they won't evaluate my transfers because they consider me a student that is only there for the TECEPs and will transfer out. My course transfers are all empty. Just say they received them and from where (ace, other university...)
Also for some reason, I have a very limited selection of which Teceps I can take. They only offer the same 10 teceps each month.

When did you first take the TECEP(s)? Did you pay for the Medical Terminology one or was your first encounter with them the free TECEPs that were on offer?
Either way, you should certainly have more than 10 TECEPs available to take.
