Desperately need some advices

Hello all. Found this site from friend advice and want to get advices from you.

Before ı tell you my problem i wanna give you very short background information.
İ am 35 years old. Living in Turkey. İ was attented english based university in 1999 and left it in 2001. Cause of drop out i have no credits. Then in 2001 i started to work in an industrial manufacturing company. Now i have 15 years business experience ( 11 year managerial ) Without this business experience, i got private psychology lessons from few psychologists for 5 year.

Now my problem is i need business or psychology degree as soon as possible for promotion. i searched some colleges and universities but couldnt find any suitable for study. Some colleges and universities doesnt have regional accreditation, some of them costs too much or some of them say ı cant complete my degree in months.

İ checked big three colleges. Credit by exam things, but cause of i live in Turkey, the usd rate is too high and cant afford these exams. Also some exams take in test centers. İn my country i only found pearson vue exam centers but as i mentioned they all get extra 50 or 60 dolar for sit without 100 dolar of exam cost. ( Some exams are higher than 100 dolar )

Then some friends suggested to me about competency based or personalized study types. Found Northern Arizona University. which takes 2500 dolar for six month. But the degree they offer dont have acreeditation in here. İn Turkey there are no major liberal arts degree. Or small business management. No major with liberal arts doesnt mean in here.

And lastly i decided to collect credits via courses sites. But still some courses are too expensive and some requires months for complete.

Shortly i dont wanna spend time for what ı already know. So can someone suggest me a university:

Which has competency or personalized based degree,
accredited,
unproctored exams,
Affordable credit or tuition rate
and most important thing is can be completed in months?

İ read some people who has never attented a university completed their associate or bachelor in 4 weeks, 3 months and 6 months period.

So i need desperately need some advices for not miss this promotion chance.

If CBE (which is how most people completed their degrees that fast) is out of the window then:

Capella
WGU
Patten

All three are regionally accredited and Capella is also accredited by the ACBSP. I don't think you will find anything cheaper then these schools. However I don't know anything about Turkey's education accreditation system.
