Do changes to graduation fees affect students regardless of their catalogue year?

I have sent an email to TESU to get clarification because the residency waiver fee for a certificate used to be $1250 which I was fine with because I already have a BS from another college. I just want to switch careers and a certificate would be enough to do that. I certainly won't pay $3192 though.

If you're just getting a certificate and not getting a degree at the same time, then yes you pay $1,250 residency waiver fee to avoid having to take half the courses directly from TESU.

Personally, I find undergrad certs mostly a waste of money unless you're getting them alongside another degree–so you're not paying anything extra for it. They don't add much academic value to a degree... some may look at it like a minor, but it will probably be ignored by most hiring managers unless it is super specific to a particular job. But, if that is what you need to get the job you're looking for, then go for it.
