I was a little confused by the headline and thought it meant that all of these colleges were only offering the free deal to in-state students. However, MJC does not require California residency, at least according to its own materials, and from a brief glance at Gateway, it looks like they don't require residency either. I haven't looked over all of these, so maybe there's more.
Btw, how did you find all of these?

Called Gateway and the free semester was open to non-residents, BUT the deadline has passed. On the site, it says you can still try after the deadline and then it's first-come first-served, but the person I spoke to in Admissions said they were out of funds.
